1. General

i The Association will be called the "Northern Counties Volleyball Association" hereafter known as “the Association”.

ii The Association will be responsible to the English Volleyball Association and the North of England Volleyball Association.

2. Aims

To promote, encourage and develop the game of Volleyball in the county of Northumberland, the former county of Tyne and Wear and the northern part of County Durham.

3. Membership

This will be open to any School, Organisation or Club who are interested in promoting and playing Volleyball in accordance with the Association's Constitution and Rules.

4. Officers

i The Officers of the Association will be elected at the Annual General Meeting.

ii The Officers will be as follows:

a) Chairman – To chair and control meetings within the rules of the constitution.

b) Secretary – To deal with the general administration.

c) Fixture Secretary – To administer the League and Cup competition fixtures.

d) Treasurer – To deal with the financial matters.

e) Development Officer – To promote and co-ordinate development of the game of Volleyball in the area covered by the Association.

5. Executive Committee

i The Executive Committee will consist of the elected Officers of the Association plus one nominated representative per affiliated Club.

ii All Officers and the nominated Club representatives have one vote.

iii The Executive Committee has the authority to co-opt members as necessary. Co-opted members will have no voting rights.

iv Every decision will be by a simple majority, but in the event of a tied vote the Chairperson may exercise a second and casting vote.

v Meetings of the Executive Committee will be held as required.

vi The Committee has the authority to set up Sub-Committees, and delegate specific powers to that Sub-Committee.

vii A quorum of two Officers is required to transact any business of the Association.

a) Any item (from Clubs) for consideration by the Committee must be communicated in writing and reach the Secretary at least three days before the next scheduled Committee meeting.

b) Two representatives (of any affiliated Club) can be present at the meeting where the item they have raised is discussed but they can only register 1 vote (see 5 (ii).

ix All committee and sub committee members must declare an interest in any dispute or appeal and may not vote on the matter.

x The Committee has the authority to decide on any question or matter arising which is not covered by the Constitution.

6. Finance

i The financial year of the Association will end on March 31st. A statement of accounts for the current year will be presented to the AGM.

ii The funds of the Association must be lodged with an established Bank, Building Society or Post Office.

iii Cheques and instructions for payment must be signed by two Officers from Treasurer, Chairman, Secretary or the Fixtures Secretary.

7. Annual General Meeting

i Not more than 15 months may elapse between AGMs of the Association.

ii Each team must send at least one representative to every General Meeting of the Association. A person attending a General Meeting may not represent more than one team.

iii Two thirds of the affiliated Clubs of the Association must be represented to form a quorum.

iv The Annual Reports of the Executive Committee will be presented.

a) At least four weeks notice will be given of the Date, Time and place of the AGM.

b) A further notice of the AGM together with the Agenda and proposed League Rules will be sent out at least two weeks prior to the meeting.

iv At General Meetings each attending affiliated Club will have one vote per person attending up to a maximum of 3 votes.

v All resolutions will be decided by a simple majority. In the event of a tie the Chairperson will have the casting vote.

8. Special General Meeting

i A Special General Meeting can be called by the Executive Committee or by a resolution signed by authorised representatives of at least three affiliated Clubs.

ii Notice for the meeting shall be a minimum of four weeks.

iii Two thirds of the affiliated Clubs of the Association must be present to form a quorum.

iv Voting at a Special General Meeting shall be the same as the AGM.

9. Amendments to the Constitution

i These can only be made at an Annual or Special General Meeting.

ii Proposed amendments must be received in writing by the Secretary at least four weeks before the Annual or Special General Meeting.

10. Competitions & Leagues

i The following competitions will be organised annually:

a) Local leagues comprising as many divisions as necessary, appropriate to the ability, number and geographical location of the member teams.

b) A knock-out Cup competition

c) Tournaments, depending on demand and facilities available.

i All clubs wishing to compete in the Association competitions must be affiliated to the English Volleyball Association at the beginning of the season and before they commence their fixtures. No matches may be played unless the Association has proof that the club is affiliated.

ii At the discretion of the Executive Committee, Clubs from outside the Association area may be allowed to enter any of the competitions.

iii Written permission must be obtained from the Executive Committee to set up a local League. A copy of the League Rules must be submitted to the Executive Committee for ratification.

11. Discipline

The Association has the authority to take appropriate disciplinary action against any affiliated Clubs and their representatives.

12. Appeals

There is the right to appeal against any decision on disciplinary sanctions imposed by, or on the authority of the Executive Committee. The written appeal must reach the Secretary within seven days of the sanction. This should be accompanied by a deposit which will be returned if the appeal is successful.

13. Dissolution

In the event of the Association being wound up or dissolved, its assets would be held in trust by the North of England Volleyball Association.
